    China Implements New Restrictions on Drone Exports and Limits US Entities

    BEIJING / RankWire.AI / – On August 5, China introduced stricter controls over certain drone exports to the United States, forming part of a broader set of retaliatory measures that also target trade policies, technology testing procedures, and imported office equipment. China’s Ministry of Commerce mandated that exporters secure individual licenses for controlled drones, key components, and related technologies, applying this regulation through the country’s existing dual-use export framework. It is important to note that this does not ban all Chinese drones or drone parts from reaching American consumers, but rather imposes additional licensing requirements.

    China sets drone export reviews and US entity limits
    China expands trade controls across drones, certification and imported office technology.

    The updated licensing process eliminates the previous simplified system for certain drone products headed to the U.S., requiring regulators to evaluate each shipment on a case-by-case basis, considering the specific item, buyer, end user, and intended application before granting approval. China has already regulated some drone engines, sensors, communication devices, and systems designed for countering unmanned aircraft, and current rules also prohibit the export of civilian drones for military use. The recent decision intensifies scrutiny over controlled technology and equipment sent to American markets.

    In addition, separate directives have restricted transactions between Chinese entities and seven American organizations. Those entities are Applied DNA Sciences, Stratum Reservoir, Altana Technologies, the Responsible Business Alliance, Verité Group, and Human Rights in China. The Chinese government linked these restrictions to U.S. measures related to allegations of forced labor in Xinjiang. Another restriction targets Compliance Testing LLC, an Arizona-based product testing company, which Beijing claims supported Federal Communications Commission actions involving communications equipment and Chinese technology firms.

    Trade measures extend to office equipment and certification procedures

    China has also initiated a national security investigation into imported printers, copiers, and multifunctional office devices, focusing on equipment that contains operating systems, drivers, or embedded software developed or maintained by foreign companies. The Ministry of Commerce plans to review import volumes, domestic demand, supply dependence, and potential national security implications. Authorities are permitted to issue questionnaires, hold hearings, visit manufacturing sites, and commission technical evaluations, with the investigation potentially lasting up to 12 months, although extensions can be granted under special circumstances.

    Another recent step altered factory inspection procedures within China’s mandatory product certification scheme, whereby the State Administration for Market Regulation prohibited Chinese certification bodies from assigning follow-up inspections to organizations based in the United States. These inspections are crucial for manufacturers to maintain their approvals for products sold in China. Companies must now select alternative authorized providers for factory audits when necessary. This change does not revoke existing product certificates nor does it broadly ban goods produced by American companies.

    China attributes the measures to U.S. regulatory and import restrictions

    Beijing connected these actions to recent moves by the U.S. Department of Homeland Security and the Federal Communications Commission, which has limited approvals for certain new foreign-made drones and key components entering the U.S. market. U.S. authorities also intensified enforcement of the Uyghur Forced Labor Prevention Act, adding 43 Chinese entities to the enforcement list on July 31, which generally presumes that goods linked to listed entities are inadmissible into the United States.

    Chinese officials have described these measures as restrained and have called on Washington to lift the restrictions outlined in the government announcement. The drone export controls, business restrictions, and certification procedures took effect on August 5, the same day the office equipment investigation was launched. The measures do not specify a particular Chinese drone manufacturer nor do they completely prohibit all drone exports to the U.S., but they do focus on controlled products, seven American organizations, certification procedures, and foreign-linked software within imported office devices.
